The purpose of this study is to suggest improvement plans to fiscal emergency index which is to measure fiscal soundness in local government. For doing so, this study reviews the structure and the operating system of local fiscal early warning system, analyzes changes in local fiscal status accordance with changing local fiscal environment, and draws improvement plans to index to for measuring local fiscal emergency. In doing so, this study is to suggest necessity to improve local fiscal emergency index and guideline to fiscal diagnose. In specific, this study suggests improving local debt measuring index, different guideline to fiscal diagnose with regarding to types of local debts. Also, this study is to suggest new fiscal emergency measuring index with regard to future forecasting. Finally, this study suggests enforcing plans to connecting plans to enforcing fiscal soundness to real fiscal diagnostic plans.

It would be a meaningful work to review the decentralization policy promoted in President Moon’s government and the approaches, values and characteristics of it. The major contents of Moon government’s decentralization policy are included in the Decentralization Master Plan announced in September 11, 2018. For the sustainable development of society in the future, the three main subjects reflected the Master Plan were diversity, community, and citizen’s sovereignty. The idea of approach to these subjects is to enrich democratic competition of political system. Especially, to improve the competition between central government and local government and between citizens and representatives is focused. Diversity was reflected in legislation as expansion of the liberty of citizen’s selection, community as cooperative system improvement, and citizen’s sovereignty as securing and expanding participation rights in local policy process. First, the reflection of diversity was legislated as introduction of special cities, special local governments, and diversification of local government structure. Second, orientation for community was legislated as forming the relationship between central and local organizations not as mutually exclusive but as cooperative-namely, establishment of central and local cooprative meetings, prearrangement system in decentralization policy, and imposition of accompanying responsibility for national integration, etc. Lastly, realization of citizen’s sovereignty was legislated in Local Autonomy Act as specifying the principles of citizen’s autonomy and expanding the political rights of citizens to the local policy decisions and execution processes that affect resident life. It is considered a turning point in institutionalizing the democratic values to have established expansion and improvement of citizen’s liberty in decentralization policy.

This study aims at discussing how the deliberation effect of the civic participation group who participated in the process of public discussion on the reform of the university admission system was revealed. To this end, the deliberation effect was analyzed by expanding not only the change in preference but also the change in knowledge acquisition and the change in influence of preference determinants. As a result, the level of learning and knowledge acquisition of the civic participation group on the agenda for public discussion and major contents of the university admission system increased through deliberation during the process of public discussion. For Agenda 2 and Agenda 4, the preference change of the civic participation group was significant, and preference determinants significantly influenced the final preference decision of the civic participation group for each agenda, so the deliberation effect was limited. This is due to the fact that the agendas were complementary rather than mutually exclusive for each of the three issues, and the civic participation group decided the degree of support for each agenda, not the way it was selected. In order to enhance the relevance of the public discussion in the future, it is necessary to find an agenda suitable for public discussion. Furthermore, it is necessary to enhance the validity of public discussion by applying public discussion to appropriate cases and by acquiring accurate knowledge about the scope of public discussion through clearly setting its scope.

The purpose of the study is to review recent studies on the economic damage calculation of yellow dust, analyze the problems of prior research, discuss methods for more accurate and appropriate economic valuation and damage scale of yellow dust, and provide policy implications for more fundamental measures to prevent desertification of the origin such as China and Mongolia. The main findings are summarized as follows: First, prior studies that estimate the cost of yellow dust have various estimation errors, and have various limitations, such as significant differences in the amount of yellow dust damage depending on the estimation method, requiring consistent estimation methods and methodologies in the future. Second, the proportion of yellow dust-related research funds is significantly lower than that of other sectors, and most of the yellow dust-related budgets are allocated to short-term measures such as securing equipment with immediate visible effects. Third, the fundamental measure to reduce yellow dust damage is to prevent desertification of the origin, and thorough analysis of the accelerating factors of desertification is needed to prevent desertification. Finally, various measures to reduce yellow dust damage as an adaptation to climate change include promotion of international cooperation to prevent desertification and restore the ecological environment of the desertification areas, provision of financial support for economic activities in and around yellow dust origin, establishment of an early warning system and a joint cooperative body involving South Korea, China, Japan, Mongolia and North Korea to cope with yellow dust in Northeast Asia.

According to the job searching theory (Mortensen, 1986) from neoclassical economics, job seekers utilize ‘minimax strategy’ for job choices, which is a decision-making strategy to maximize expected minimum gain due to the risks. It has often been pointed out that job seekers in South Korea are excessively focused on finding their jobs either in civil service or large corporations, which leads towards personal, social and national inefficiency. Recognizing the importance of job seekers’ occupational values in government management for the employment support policy, this study analyzes the impact of perceived inequality of opportunity and job information channel on the job seeker’s occupational value. According to the result, informal job information channel weakens the relationship in which perceived inequality of result strengthens stability-aiming occupational value. Informal job information channel not only provides information relevant to employment, but also produces information ventilation effect to prevent the confirmation biases, and provides emotional stability.

This paper aims to study on the understand the administrative organization and advancement of the college of science and technology, we analyzed it through an administrative awareness survey for employees. As a result of the analysis the performance scores for each sector of work environment-administrative mgt-oganizational personnel-performance mgt-adminstrative advancement were different, and administrative organizations were generally operated in a bureaucratic form. As for IPA analysis, it was found that the focus should be on sustainability maintenance(work environment sector), maintenance strengthening performance management sector), gradual improvement(organization/personnel sector), and priority improvement(performance management sector). The IPA showed that we should focus on sustainability(work environment), maintenance(performance management), progressive impovement(organization and personnel), and intensive improvement(performance), and AHP anaylsis reveal that priority management and improvement efforts are needed.

This study intends to empirically analyze the factors affecting the performance creation of social economy organizations. By examining the factors influencing external support for social and economic organizations and the regional-oriented institutional environment, we tried to differentiate it from existing studies through a life cycle approach. As a result of the analysis, we found that the qualitative improvement of the social economy organization support system is necessary in that the activation of external support lowers the economic performance of the social economy organization. On the other hand, the more active organization field, the higher the economic performance. Therefore, it was confirmed that the need for interaction and networking between organizations and the establishment of a social economy ecosystem for a solid financial foundation was confirmed. Analysis by life cycle showed that external support actually lowered economic performance in social economy organizations in the growth and maturation stages, suggesting that government support oriented social economy fostering policies have a negative effect on organizational self-reliance. The activation of the organization field enhance the economic performance of social economy organizations in the maturity and crisis stages and the social performance of social economy organizations in the growth stage. Therefore, it is suggested that policy design considering the institutional environment and differentiation of policies for each life cycle is necessary for the actual independence and growth of social economic organizations.

Recently, the refugee issue is being discussed as a big social issue worldwide, especially in Europe. In Europe, the refugee problem has separate policies at the EU level and individual member states. Due to these regional characteristics, the national policy response to the refugee problem appears more dynamic. In this context, this study analyzed the rapid changes in Spain’ s refugee policy based on a neo-institutionalism approach. Rapid changes in Spanish refugee policy can be interpreted as the result of choices influenced by norms. In the midst of the conflicting logic of accepting refugees and preventing the inflow of refugees in Europe, the political extremes of European countries have provided legitimacy for the hardening of refugee policies. In Spain, there was a conflict of interest within the coalition government based on different experiences in state administration, along with factors such as a decrease in the capacity of the refugee accommodation management and the deterioration of the labor market. In conclusion, this study revealed that refugee policy stems from institutional norms crossing national boundaries, the political situation of the state, and administrative and administrative experiences, and implied that it is important to pay attention to changes in the institutional logics of the international community and the country.

This study explained Kingdon’s policy stream model as an analytical framework for why the PA problem has not been on the agenda even though it has been socially expanded for a long time. As a result of the analysis, first, in the Physician Assistant problem, there is the time lag between the government’s health and medical policy goals and the process of driving Physician Assistant institutionalization. Second, it is difficult to converge alternatives through policy competition because the boundaries of the internal composition of policy actors are ambiguous. Third, in the Physician Assistant issue, the opposing group has a shorter psychological and physical power distance than the Physician Assistant group. Fourth, the institutionalization problem of Physician Assistant has the characteristic of redistributing the existing vested rights, so the vested interests perceive the current situation as zero-sum. The study is meaningful in that it attempted for the first time a policy approach to the problem of Physician Assistant, which has not been done so far, and in that it attempted to combine the “policy process” of the policy stream framework and the “decision stage” of non decision making theory.

This study differs from prior studies in partnerships research for innovation in that it is an empirical analysis of the impact of sharing equipment and infrastructure on innovation with agglomeration economies, not a partnership that shares technology and knowledge. This study examined the impact of the characteristics of the firm, agglomeration economies and innovation partnership activities on the success of Small and Medium-sized Enterprises (SMEs)’ technology innovation with 1,827 SMEs in the industrial technology sector related to energy and smart grids. In particular, this study was empirically analyzed with the energy and related industries to illustrate whether the relocation of energy public enterprises conducted by political judgment leads to the agglomeration economic effects of innovative cities. This study considered the characteristics of a firm as the impact of its innovation capabilities, the size of the company, and technology development activities. The Small and Medium Business Technology Survey of Statistics Korea(2018, 2019), which is the pooled data of firms belonging to energy and related industrial technologies from the raw materials is used for the analysis. The main implication of this study is to empirically examine the impact of “localization economies” which are externalities that occur when a particular industry is concentrated in a particular area, “agglomeration economy” of Innovation Cities, which is expected to be built as major energy public enterprises move to, and collaboration relationships such as the formation of innovation partnerships and the equipment sharing on SMEs' innovation. In particular, through empirical analysis with the data, this study examined the effects of market-oriented public corporation’s relocation in innovative cities and agglomeration economy. The results of the study show that the agglomeration economies effect of innovative cities in energy and related industries such as KEPCO(Korea Electric Power Co.), which is considered the most successful example of innovative cities, has been negatively related to SMEs’ success in technological innovation. In other words, small and medium-sized energy firms located in other regions are more successful in technological innovation than small and medium-sized energy firms located in Ulsan, Gwangju, Jeonnam, and Daegu are. It is also necessary to review policies that, at least, small and medium-sized enterprises in the energy and related industries can share only related equipment with promoting innovation without collaboration rather than who is an innovation partner when the agglomeration economy (including localization economy) is controlled.
